First, find the barricaded foreman's apartment south of Piazza Roma in Buried City. Enter the correct apartment, access the foreman's digital logbook, and extract from the map.

Next, deploy into Dam Battlegrounds and reach the Power Generation Complex. Enter the Controlled Access Zone, then search for the clues tied to the foreman's reconstruction project. The quest does not finish just by reaching the complex.

Where is the foreman's apartment in Buried City?

The apartment is in the northern one of the two nearby apartment blocks, around the middle floors. The blocked entrance at street level is there to point you toward the building, not to serve as the route inside.

Look above and around the structure for a way up. A nearby ledge, higher floor, adjacent position, or movement tool can open the route. Once you identify the right building, stop checking every ground-floor room and work upward.

How do you access the digital logbook?

After entering the apartment, interact with the foreman's digital logbook. Finding the room, looting the furniture, or standing near the objective will not advance the quest.

Complete the interaction, then leave. Buried City's tight interiors make extended looting risky, especially when another Raider may hear movement nearby. The logbook is the real goal for this deployment.

Why must you extract before going to Dam Battlegrounds?

On Dam Battlegrounds, approach the Power Generation Complex with the open sightlines in mind. Check exposed crossings, listen for player movement, and use cover when the direct route leaves you visible for too long.

Inside the complex, search for the entrance into the Controlled Access Zone. The access sequence involves a nearby battery or fuel-cell interaction, and the exact approach may be easy to miss if you only follow the broad objective marker.

Where are the reconstruction clues?

The clues are inside the restricted area connected to the quest. Once you enter the Controlled Access Zone, search the immediate rooms and adjoining section instead of sweeping the entire Power Generation Complex.

Accessing the zone and finding the evidence are separate actions. If the quest has not advanced, check the nearby level or connected room before leaving. Other players may also be drawn to this area, so avoid opening every container unless the situation is safe.

What rewards does A Rising Tide give?

Completion rewards Anvil II, Anvil Splitter, Extended Barrel III, and 40 Heavy Ammo. Anvil II is the standout prize, giving you a stronger heavy hand cannon option for future fights against armored ARC targets.
