Here's the bit that catches newer players out. You can't just stroll onto Warstock and slam purchase like it's a normal car. The Ramp Buggy is tied to Import/Export, so the game wants you registered as a CEO and owning two things: an Executive Office and a Vehicle Warehouse. No office, no warehouse, no deal. The good news is Rockstar tends to discount those properties during the same promo window, which makes the whole setup way less painful. Still, it's worth checking your Maze Bank Foreclosures and Dynasty 8 options first, because you don't want to waste the freebie week running missions just to unlock the ability to claim it.
Once you've got the business requirements sorted, open the in-game phone, hit the internet, and go to Warstock Cache & Carry. You should see the Ramp Buggy marked down to 100% off. Buy it, and it won't appear in your apartment garage because it's a Special Vehicle. It lives in the Vehicle Warehouse underground storage. When you want to use it, open the Interaction Menu, go to Manage Vehicles, then Special Vehicles, and request it from there. It's a small extra step, but you get used to it fast.
One more thing people always ask: no, you can't flip this for profit. Special Vehicles can't be sold at Los Santos Customs, so once it's on your account, it's basically yours for keeps.
